Mark Webb is Owner of Prop 23 Advisors, a consulting firm focusing on workers' compensation legislative and regulatory issues, working with Insurtech and Regtech enterprises seeking to enter the workers’ compensation service provider marketplace, and providing governance, risk and compliance (GRC) recommendations focusing on unlisted small to medium size firms. He also publishes Workers’ Compensation Insights, a bi-monthly newsletter analyzing significant issues confronting California’s workers’ compensation system, including issues arising in other states and in Washington, D.C. Mark recently authored “Impermissible Factors” in Apportionment: A History of the Current Legal and Legislative Debate, Workers’ Compensation Quarterly, Vol. 32, No. 2 (2019), Workers’ Compensation Section of the California Lawyers Association (CLA). He also co-authored Revisiting 24-Hour Health Care Coverage and Its Integration with the California Workers’ Compensation System (March 2018), California Workers’ Compensation Institute (CWCI), and authored Governance, Risk and Compliance, a Framework for Success, The Risk Report, Vol. XXXVIII, No. 12 (August 2016), International Risk Management Institute (IRMI). Previously, Mark served as Vice President (Government Relations) and Chief Compliance Officer with Pacific Compensation Insurance Company. Prior to working for Pacific Compensation, he was Assistant General Counsel (State Relations) with the American International Group (AIG), and Vice President, Western Region, with the American Insurance Association (AIA). He currently serves on the California Advisory Committee for the Workers' Compensation Research Institute (WCRI). Previously, Mark participated on the Claims Working Group for the Workers' Compensation Insurance Rating Bureau of California (WCIRB), and chaired the Workers' Compensation Committee for the Association of California Insurance Companies (ACIC). Mark is a member of the State Bar of Arizona and a former Deputy Director of the Arizona Department of Insurance. He has completed the National Association of State Boards of Accountancy Center for the Public Trust (NASBA CPT) Ethical Leadership Certification Program, and is a member of the International Association of Risk and Compliance Professionals. ​
